The Nigeria Energy Calculator (NECAL2050) was officially launched on the 28th October, 2015 at the Transcorp Hilton Hotel, Abuja, Nigeria. NECAL2050 was developed by the Energy Commission of Nigeria (ECN) in conjunction with the United Kingdom Department of Energy and Climate Change (UK-DECC) and the British High Commission in Nigeria. It was derived from The UK 2050 Calculator.  It is an energy planning tool developed to relate long term energy demand and supply pathways to greenhouse gas emissions up to the year 2050.

In the presence of about 120 persons, most of whom were experts from Ministries, Departments and Agencies (MDAs) of government, Development Partners, Non-Governmental Organisations, Academia, Members of Diplomatic Corps, the Private Sectors and the Media, the Secretary to the Government of the Federation (SGF) represented by the Director, Public Relations, Office of the SGF, Dr. (Mrs) Nwobusi Ijeoma Nwagwu launched the calculator on behalf of the federal government. Other dignitaries present included the UK Foreign Secretary’s Special Representative for Climate Change, Sir David King, First Secretary Science, Innovation and Climate Change, British High Commission, Abuja, Mr. David Woolf, Director, Renewable Energy Department, Federal Ministry of Science and Technology,  Mrs Grace Ogolo who chaired the occasion on behalf of her Permanent Secretary. Also present were, Permanent Secretary, Federal Ministry of Environment, Mrs Nana Fatimah Mede, representative of the Permanent Secretary Federal Ministry of Defence, the UNIDO Country Representative, Dr. David Tommy and the pioneer Director General of the Energy Commission of Nigeria, Professor Emeritus I. H. Umar, OFR, who retired from the Department of Physics, Bayero University Kano. Others included a former Director of the Department of Energy Planning and Analysis at Energy Commission of Nigeria, Professor O. C. Iloeje, now of the Department of Mechanical Engineering, University of Nigeria, Nsukka. Also present was a former Director of the Energy Information System Department of the Energy Commission of Nigeria and a former Director General, Nigerian Nuclear Regulatory Authority (NNRA), Professor Shamsudeen B. Elegba. The Director General, Energy Commission of Nigeria, Professor Eli Jidere Bala was the Chief Host of the occasion.

During the proceedings, the representative of the British High Commissioner to Nigeria Mr. David Woolf, who is also the Head of Science, Innovation and Climate Change, British High Commission Abuja, delivered the High Commissioner’s address. This was immediately followed by an enlightening speech from Sir David King, UK Foreign Secretary’s Special Representative for Climate Change.

Highlights of  Sir David King’s speech include the history of UK 2050 Calculator, challenges of climate change, UK’s plan to become Green House Gas (GHG) neutral by the year 2050, review of the scenarios every five (5) years, cost of switching from fossil fuel economy to fossil fuel- free economy, addressing the challenges of about 620 million people in Africa who have no access to electricity and the goal of reducing emission in the UK by 52% by 2028 through the help of UK’s carbon budget.

In order for the participants to have a fair insight into NECAL2050, an overview of the project was given by Engr. J. S. Olayande, the Acting Director, Energy Planning and Analysis Department, Energy Commission of Nigeria. The presentation was concise, direct and captured all the descriptions of the NECAL2050, the project inception, the trainings, funding and development stages. A comparative description of the International Atomic Energy Agency’s (IAEA) modeling tools Model for Analysis of Energy Demand (MAED) and Model for Energy Supply Strategy and General Environmental (MESSAGE) Impacts, with NECAL2050 was elaborately elucidated. It was established that the NECAL2050 has almost all the features of the IAEA modeling tools with some additions. The NECAL2050’s edge over these other tools lies in the fact that its web tool is easily understood and operated by non-experts and policy makers.

In support of the project, many dignitaries gave goodwill messages and words of advice on how to put the calculator to more use as well as to move the analysis to the next level. These included Dr. Hassan Abdullahi, Director Planning, Research and Statistics, Federal Ministry of Defence, Dr. Yerima Tarfa, representing the Permanent Secretary, Federal Ministry of Environment (where the tool has already been put to use), Professor Danladi S. Matawal, Director General, Nigerian Building and Road Research Institute, Engr. Aminu Jalal, Director General, Automotive Council of Nigeria and Professor B. Y. Abubakar, Executive Secretary, Agricultural Research Council of Nigeria.

The web tool is an interactive website, that responds to users variation of parameters, simulating what to expect under the reality of the adjusted parameters.The programme was concluded with vote of thanks by Engr.
