The Energy Commission of Nigeria had an in-house presentation of the report on Survey of Sectorial Energy Consumption: Captive Power Generation in the Federal Capital Territory (FCT), Abuja, on the 10th of August, 2016 in the Commission’s Conference Room.

This was a study embarked upon by the ECN (under a capital project) as a way of finding out some information about self-generated electricity in Nigeria by consumers themselves. The study sarted by using the FCT as a case study.

Present at the event was the Director-General/CEO, Prof. E.J. Bala who chaired the occasion. In attendance were also some of the Directors of the Commission which included the Director Energy Information System, Engr. J.O. Ojosu, Director Renewable Energy, Dr. I.J. Dioha, Director Admin/Finance, Mrs. Fatume C. Zarma, Director Legal, Barr. Funmi Abiodun, Director Energy Planning and Analysis, Engr. J.S. Olayande and other staff of the Commission.

In his opening remarks, the DG/CEO underlined the essence of such survey geared towards bringing out the captive power generation in the FCT.

In the same vein, the Director NST and the leader of the survey team, Dr. A.M. Umar reiterated the need and importance of such in-house review. In his words “The essence of the in-house report is primarily to criticize it constructively in order to protect the interest and image of the Commission”. He went on to remind the forum of the mandate of the Commission, which could be achieved through the research. He further revealed that the grid power supply in the country has not been able to satisfy the consumers and this is one of the major reasons why many have fallen back to in-house power generation. The survey is expected to give a real data that addresses the situation. Nevertheless, the findings and recommendations of the survey, which was primarily conducted in the FCT metropolis is expected to be extended to the other parts of the country.

Speaking on the adopted Methodology, Mrs. Zainab of NST Dept. explained that the survey team which comprised 27 members covered the six municipal area councils in the FCT, using the questionnaire as its major instrument for data collection. She disclosed that customized ECN E-Survey software was used for the data entry to ensure valid results.

Similarly, Engr. Felix O. Olu a Deputy Director, Energy Information System (EIS) Dept, in his presentation of the results and findings of the survey revealed that, on the subsisting tariff as at the time of the research, the average monthly cost of utilizing captive generation was found to be greater than that of the grid power generation. He went further to explain that the Industry and Services sector tend to incur more running cost in the FCT, noting that of this bulk, the AMAC consumed the highest rate of PMS daily in the FCT.

In his contribution, Engr. M.A. Mundu, also a Deputy Director of EIS Dept. noted some challenges and recommendations on the survey. He explained that the major limitation encountered were that of time constraints, inaccessibility of respondents and language barriers; and thus recommended an adequate public enlightenment of such study so as to ensure a favourable response and the engagement of the local authorities to avoid language barriers.

During the question and comment session, the DG congratulated the team for a job well done while recommending a better data gathering on the number of generators used by the consumers and also a stipulated time frame during which the survey was conducted.
