The Senate Committee on Science and Technology on Friday, 21st of October 2016 visited the Commission as part of its over-sight functions. The Committee was represented by the Chairman - Senator Professor Ajayi Borofice and the Deputy Chairman, Senator Yusuf Abubakar Yusuf.  Some staff of the Committee secretariat were also present.

In his welcome address, the Director-General ECN, Prof. Eli Jidere Bala, gave a brief history of the ECN which was established in 1979, but commenced operation in 1989 after the meeting of Head of States of ECOWAS in Cotonou, where a decision was taken that every member state should establish by law, a Commission which should  supervise  all energy functions and activities in each member state and may be called “Energy Commission”.

He noted that the vision of the Commission is to ensure adequate, reliable, cost-effective and sustainable energy supply for the nation’s economic and socio-political development, adding that while the Commission is to promote sustainable energy development in Nigeria, it is also to serve as a centre for gathering, disseminating of information relating to the field of energy, promoting training and man power development in the energy sector etc.

Professor Bala explained that the major problem of the Commission has been inadequate funding which has made it difficult for the Commission to complete some important projects in most of its centres, adding that the Commission is also heavily indebted to contractors for a number of completed constituency projects.

The DG appealed to the Chairman to assist in ensuring that such debt which is over 7Billion naira be taken over by the Debt Management Office, DMO.

Responding, the Chairman, Senator Prof. Borofice explained that the funds for the constituency projects, usually give the impression of high funding to the Commission and thus, the cut in the allocation to the Commission.

He suggested that efforts will be made to move constituency projects out of the purview of the Commission, to enable it get necessary funding to perform adequately in line with its mandate; adding that the efforts will be made to clear up the indebtedness and complete the Commission’s projects.

The visit came to an end with a vote of thanks by the Director of Admin & Finance, Mrs. F. C. Zarma.
