Functions and Responsibilities


The role of the Energy Commission of Nigeria in the overall planning, coordination and effective direction of the formulation and implementation of national energy strategies and plans is intricately linked to the functions and programmes of activities of the various ministries, NGOs as well as international organizations.

Energy research and development activities are carried out in the six technical Departments and the six Energy Research Centres. Two of the Centres, located at Nsukka and Sokoto are responsible for new and renewable energy research, the Centre in Lagos for energy efficiency & conservation, that in Benin, for energy and environment, the one in Ilorin, for hydropower research while the Centre in Bauchi is for research in the area of petroleum.


The ECN serves as the National focal point for energy on behalf of the Federal Government for various national and international organisations and it is an affiliate to many, some of which are:

 

  • -World Energy Council (WEC), London and its Nigerian National Committee (NNC-WEC), Lagos
  • -International Atomic Energy Agency (IAEA), Vienna, Austria
  • -The World Biomass Network
  • -G-15 and D-8 Countries: National Focal Point on Energy
  • -African Energy Commission (AFREC)
  • -African Development Bank (ADB), Energy Accounting System
  • -UNDP: Alternative Energy Sources/New and Renewable Energy Sources
  • -Abdus Salaam International Centre for Theoretical Physics (ICTP), Trieste, Italy
  • -National Commission for UNESCO, Federal Ministry of Education
  • -Solar Energy Society of Nigeria (SESN)
  • -Nigerian Society of Engineers (NSE)
  • - International Renewable Energy Agency (IRENA)
  • -Society of Petroleum Engineers (SPE)
  • -African Petroleum Producers Association (APPA)
  • -Organisation of Petroleum Exporting Countries (OPEC)
  • -World Solar Programmes (WSP) and so on.

In order to guarantee energy supply at favourable costs and coordinate the energy sector in all its ramifications, some of the functions of the ECN are:


a.    Energy policy and planning - energy trade; energy supply and consumption; institutional arrangement; funding of energy research and development; energy pricing and financing; regional and inter-regional cooperation; environmental pollution arising from energy production and utilisation. 

b.    Policy strategies - energy masterplan and policy implementation framework; policy interventions; co-ordination and synthesis; promotion of energy research, development and demonstration; new and renewable energy sources; energy data bank and information centre; regulation and guidelines. 

c.    Co-ordination - monitoring and co-ordination of the performance of the energy sector, to ensure compliance with energy policy. 

d.    Training, Research and Development:  Promotion of training and manpower development and technology acquisition in the energy sector (a National Energy Research Institute is being proposed). 

e.    Advising Federal and State Governments on the funding of energy research, development, production and distribution.
